Redistribution, capital income taxation and tax evasion
Factor mobility and tax evasión are two phenomena that constraint the effectiveness
of redistributive policies now used by the member countries of the European Union.
In this paper, a normative analysis of this fact is undertaken using a simple model
with two countries and two social classes, where capital is perfectly mobile and
labour is immobile. Each country complements the income of its workers, assumed to
be poor, with transfers. The latter are financed with two taxes on capital income. The
first one, following the origin principie, alters the retum and intemational allocation
of capital. The second one, following the residence principie, induces the evasión of
capitalists' incomes. Each government chooses the optimal mix of capital taxes that
maximizes the welfare of its citizens with no regard on the repercussions on its
neighbour country. A numerical exercise is built to examine the sensitivity of the
resulting non cooperative equilibrium to the aversión to inequality exhibited by the
different governments as well as to the factor endowments of their respective
countries
Managing by values in the next milenium: Cultural redesign for strategic organizational change
The system of beliefs and values, that shaped the model for management and organizations during the 20th century, is just not good enough today. In order to keep a business functioning well and competing successfully in markets that are increasingly more global, complex, professionally demanding, constantly changing and oriented towards quality and customer satisfaction a new model is needed. In this paper, we will propose that both Management by Instructions (MBI) and Management by Objectives (MBO) today give notoriously inadequate results. By contrast, description of a new approach labeled: Management by Values (MBV), seem to be emerging as a strategic leadership tool. The paper outlines this approach and discusses the implementation of MBV as a tool to redesign culture in organizations and prepare them for the next millenium.Managing by values, management in new milenium, strategic leadership
Novel tuneable filter based on MZ and an amplified ring resonator for OFDM networks

Radioenlace de larga distancia para redes de aplicaciones cientificas
En la actividad científica y de investigación es necesario en muchos casos ubicar estaciones de medida y toma de datos en diferentes lugares, habitualmente alejados de los centros de investigación, donde se realiza el estudio y análisis y correlación de dichas medidas y datos. Si las instalaciones científicas de toma de datos se encuentran en entornos alejados de las zonas habitadas, como pueden ser entornos naturales, de montaña o zonas rurales, no es posible el uso de las redes públicas de telecomunicaciones para acceso a la información desde los centros de investigación. Una solución a este problema es la instalación de radioenlaces entre las estaciones científicas de media y los centros de investigación. Este trabajo fin máster estudia, calcula e implementa un radioenlace de larga distancia entre la estación de medidas sismológicas y el observatorio de medidas de ondas electromagnéticas de baja frecuencia ubicados en la Sierra de los Filabres (Almería) y la Universidad de Almería, así como los sistemas y reglas de enrutamiento para el tráfico transparente de diferentes redes de datos
